Add Initialize/Synchronize Claim methods (#1383)

* Add init/sync claim methods

* Add todo

* Make GetSynchronizedClaim method todo

* Remove GetSynchronizedClaim

Work moved to different task

* Update GetRewardIndexesOfClaimType method
